Canadian Discrimination?

I bought the Aladdin DVD yesterday and noticed a sweepstakes form in the holder. Being a sucker for legal text, I decided to read the rules and regulations. That's when I saw this:

Text reads: Canadian prize claimant will be contacted by the judging organization and must

correctly answer a

mathematical skill-testing question without mechanical or

other assistance of any kind within a time limit to receive a prize.

This is obviously Canadian law (see other sweepstakes here and here) but why would someone make a law like that? Do these companies just ask "What's two plus two?" and if so, why would someone make a law like that? This might be the stupidest thing I've ever heard of.

What if a mentally handicapped person, who's only dream in life is to go on a Disney vacation, gets the call but can't answer the "mathematical skill-testing question"? Do they just strip them of the prize and award it to someone else? If so, why would someone make a law like that?

There's a link on FARK about this from 2002. Apparently it's an anti-gambling law. But if everyone gets around the law by asking "What's two plus two?", isn't it time to get rid of the law? I don't see how it's anti-gambling anyway. Don't you have to put money in for it to be gambling?
